McHenry Votes to Modernize the IRS

Chief Deputy Whip Patrick McHenry (NC-10) released the following statement on House passage of H.R. 4554, the 21st Century IRS Act, which includes McHenry’s bill H.R. 3860, the IRS Data Verification Modernization Act of 2017 :

“For years the IRS—like our tax code—has been in need of a complete overhaul. With today’s passage of the 21st Century IRS Act, the House has taken a bipartisan step to achieve that goal. This bill includes important reforms to modernize the IRS, bringing it into the 21st century and enabling the agency to better serve the American people. Coupled with passage of the Tax Cuts and Jobs Act, Tax Day may soon become a day Americans welcome instead of fear.”

Background: Included as Section 301 of H.R. 4554 is H.R 3860, the IRS Data Verification Modernization Act of 2017, a bipartisan, bicameral bill McHenry introduced with Congressman Earl Blumenauer (D, OR-03) in the House. A Senate companion to H.R. 3860, S. 1958 was introduced by Senator Cory Booker (D-NJ) and Senator Mike Crapo (R-ID).


H.R. 3860 requires the Internal Revenue Service (IRS) to automate the Income Verification Express Services process by creating an Application Programming Interface (API) allowing small businesses and consumers to access accurate credit assessments more efficiently.
